英国内政部在今年稍早，也就是最近一次移民法修订通知发布时曾经提到，要新增有关全球人才签证（Global Talent）的“免担保”加速路径。
这代表，“加速路径”将允许，已经达到事业顶峰的行业内精英/领袖，如果获得受（内政部）认可的业内荣誉奖项（Prestigious Prizes），即可豁免“担保要求”（Endorsement），直接（加速）申请全球人才签证。
这项有利于相关申请人的新变化，已经确认自本周三（5月5日）起正式生效。
→ 不限于只有科学医药等领域！
比较好的是，原本Global Talent签证中，可以适用“加速申请”的，主要针对来自科学（Science）、工程学（Engineering）、人文学科（Humanities）和医药学（Medicine）领域的申请人；
而现在，如果当事人能够获得由内政部认可的特定奖项，即便是来自上述以外的其他领域，也可能适用“加速申请”，这包括艺术/文学和数位科技等领域。
其实，仔细看看上面这些奖项，会发现不乏是一些国际知名的大奖，比如说奥斯卡金像奖（Academy Awards）、金球奖（Golden Globes）、格莱美奖（Grammy Award），甚至是诺贝尔奖（Nobel Prize）等。
真的能够得到这些奖项的，许多基本都是圈内或业内十分知名的从业人士了－对于这些人来说，可以“跳过”担保而能够加速申请，实际上也是满合情合理的。
→ 可这些“高规格”奖项哪是谁都能拿到的？
对于无法适用“加速路径”的申请人来说，还是可以依照正常的方式去申请Global Talent，也就是先获得“担保”（Endorsement），然后申请签证。
虽然说，内政部新增的“荣誉奖项－加速路径”，实际上不太能够适用于大多数的Global Talent申请人，但其立意仍然是好的。
我们认为，一定程度上，内政部还是在释放利好信号的－这显示，英国政府持续积极地想要吸引国际人才来到英国，而且可以说是越精英越好。
在Global Talent签证方面，其实不论是否符合“加速申请”，这个（全球人才）签证路径更主要的是呈现出一种，英国对外“欢迎”的态度，比如说这类签证不再像过去的对应路径－Tier 1 Exceptional Talent签证那样，设有名额上限。
虽然我们不能够说，想要符合Global Talent申请，就绝对容易；但只要申请人能够满足相应要求，应该说从英国内政部的政策来看，还是满愿意核发这类签证的（毕竟英国政府的角度认为，这些国际人才来到英国，是可以有利于英国经济、文化、科学等相关层面的发展）。
→ 哪些“领域”可适用Global Talent（全球人才）签证？
这主要可以分成三大类别：
学术或研究领域
艺术和文化领域
数字技术领域
其中，在“学术或研究”领域中，主要就是涵盖了科学（Science）、工程学（Engineering）、人文学科（Humanities）和医药学（Medicine）。
在“艺术和文化”领域方面，可以包含从综合艺术、舞蹈、文学、音乐、戏剧、视觉艺术、电影电视（包含动画、后期制作和视觉效果），再到建筑、时装设计。
而“数字技术”领域方面，则包括了金融科技（Fintech）、游戏、网络安全和人工智能。
→ 3年或5年“转永居”
在“转永居”方面（对的，全球人才签证是具“永居导向”的），根据当事人来自的“领域”，以及当事人是“哪种”领袖，可以分成满5年，或者只要满3年，就可以申请永居的不同路径。
针对“艺术和文化”以及“数字技术”领域：
当事人可以区分成Leader（领袖）或Potential Leader（潜力领袖）。
所谓“Leader”（亦可称之为“Talent”），指的是申请人已经是行业类“公认”的领袖，这类申请人可以满3年就转永居（当然了，要申请永居的时候，仍然是需要符合相应要求的）。
而“Potential Leader”（亦可称之为“Promise”），指的则是申请人属于“新兴”潜力型领袖，必须满5年才能转永居。
“学术或研究”领域（科学、工程学、人文学科、医药学）：
由于英国政府对于“学术研究”领域的求才若渴，因此，这类申请人不论是归属于“Leader”（领袖）或“Potential Leader”（潜力领袖），都适用满3年即可转永居。
不过，申请人如果觉得有需要，最多仍可选择长至5年的签证。
丽莎建议：由于全球人才签证（Global Talent）是可以无限次数续签的（当然，前提是当事人每次续签，都需要满足申请的相应要求）；所以说，如果适用3年永居路径的当事人，到了第3年（假设签证时长为3年的话），发现自己可能无法满足转永居申请的需求时，届时仍然可以选择再去续签，直到可以满足需求了，再去申请永居即可。
→ 申请费用？
在签证申请费用上，虽然上面可以分成不同“转永居”或“加速”路径，不过费用上倒是皆一致－不论何种路径，都是608镑。
这608英镑当中，包含了456镑的“担保申请”和152镑的“签证申请”，两个阶段的费用。
需要指出的是，被豁免担保的“加速路径”，签证申请费用同样是608镑，而不是152镑（就是不论当事人需不需要先获得担保，费用都是一样的，只是程序上更快速而已）。
此外，除了上面提到的签证申请费用，当事人一般还需要支付每年624镑的医疗附加费（Immigration Healthcare Surcharge）－签证越长，自然需要支付的费用就越高。
