日赚350万镑！买廉价建筑改成难民酒店，竟是可观投资？

几十年来，英国一直遵守其国际义务，致力于维护国际人权法和难民法，为有需要的人提供庇护，这一直都是英国人们为之自豪的优良传统。

即便近些年，政府发布的一些新的举措逐渐改变这一声誉。根据目前的法律，英国政府提供的重新安置计划还是给数百万难民和寻求庇护者在英国开始新生活提供安全合法的途径。如果人们由于一些原因无法返回自己的国家，并且以非正规方式入境，他们仍然可能通过申请，寻求庇护而留在英国。

这些人来到英国，他们可以住在哪里呢？答案是，酒店。

近年来，随着非法进入英国或寻求庇护的人数达到创纪录水平，现有的酒店似乎不够用了。在英国，人们为赚钱，可以说是绞尽脑汁，抓住一切机遇，从中谋取财路。不少房产投资者看准该机会，通过购买破旧的酒店将其改造成专门的难民安置点。

别小看这背后的收益，这些投资者可以从中赚取数百万英镑的收入。

据《每日邮报》透露，根据最近公布的账目，光是两家为内政部指定为寻求庇护者提供住宿的私营公司，他们合并赚取的利润超过1.13亿英镑——都是来自纳税人的钱！

如何靠着难民安置点赚钱？

在2012的时候，给寻求庇护者提供住宿的服务被私有化，政府与一些公司签署COMPASS合同，让这些私营公司来管理和提供难民暂时的安置点。酒店业主被要求将其财产移交给外包公司，这些公司代表内政部运营业务。

随着政府每天支付数百万英镑在英国安置难民，私营公司的利润正在增加。

Clearsprings Ready Homes是其中一家与内政部签订合同提供庇护住宿私营公司之一，该业务是该企业的主营业务。截至2023年1月的财年，该公司赚取税后利润6250万英镑——是上一年利润2800万英镑的两倍多。

房产大亨格雷厄姆·金(Graham King)是Clearsprings Ready Homes公司的创始人。

据媒体报道，很多年前，金先生与兄弟一起在埃塞克斯郡坎维岛经营一个房车公园。在一次巧合的机会，政府租用了格雷厄姆·金的房车，用来暂时安置难民，这让他从中看到商机。

在看到政府的安置难民的移民政策的那一年，刚巧，金先生经营的一家迪斯科舞厅失去执照，他开始重新拓展业务。有人建议他，可以改造迪厅作为难民酒店。

于是，金先生开始进入该领域。

据了解，他通过关系与内政部签署一份合同，答应为英格兰南部和威尔士难民提供住宿。也就是因为这一份合约，金先生成为英国第一位移民行业亿万富翁。

据了解，他的公司在2021年的12个月内收到13亿英镑收入——每天达350万英镑。在那一年，公司获取的利润达5亿英镑。

数据显示，金先生从公司的利润中赚取的年收入达2500万英镑。随着跨海峡游客数量的激增，他的收入又翻了几倍。

据称，金先生通过难民发家致富，这些财富也让他的儿子和女儿上了一所年收费达4.4 万英镑的寄宿学校。他还可以带着全家环球度假以及阿尔卑斯山滑雪。总之，生活是有了翻天覆地的变化啊！

多家私营公司从中赚利润——太赚钱

Stay Belvedere Hotels Ltd (SBHL) 是另外一家在英国各地提供难民“应急床位”的分包商，它的办事处位于伦敦梅费尔——它将自己描述为:“英国政府为在英国寻求庇护的人提供临时住宿的领先提供商”。

2021年10月至2022年9月，其年度账目净利润超过5100万英镑。今年，该公司表示，其业务有着明显的增长，并希望未来优先提供长期住宿。

一位政府消息人士透露，随着在英国申请庇护的人数增加，酒店的使用量呈指数级增长。去年，难民人数达到近20年来的最高点——达到74,751人。目前，已有395家酒店被用来安置51,000名难民。其中，363家位于英格兰，20家位于北爱尔兰，10家位于苏格兰，2家位于威尔士。

还有消息显示，这些用于安置难民的酒店还特别豪华。

英国许多优质的酒店——包括一些四星级酒店都被用于收容难民，这些费用还非常昂贵。

这些庇护酒店总成本的最新数字约为每天约700万英镑，2022年4月至2023年3月期间，政府在酒店住宿上花费了约23亿英镑。

内政部的支出记录显示，一家规模较小的公司Calder Conferences在2021年的时候，从内政部收到2060万英镑用于预订酒店的付款，到2022年，这一数字将增至9700万英镑。

别忘了，这可全是纳税人的钱。

目前的情况：关闭100家庇护酒店

由于这样的成本太高，政府似乎已经意识到这一点。本周，政府宣布计划在一月底前停止使用50家收容寻求庇护者的酒店，在三月前停止100家酒店的难民安置服务。

移民部长罗伯特·詹里克（Robert Jenrick）在向国会议员发布的公告中表示，首批酒店合同将在未来几天内结束，并会有更多酒店将宣布退出收购难民。

移民部长表示，每天用这么多费用来租酒店是不可接受的，也不可持续的，他承诺会将大力关闭更多酒店。移民部首先要关闭的是那些四星级酒店，其中包括维多利亚式豪宅、乡村别墅和豪华公寓。

詹里克在提交给议会的一份声明中表示，与法国和阿尔巴尼亚达成的协议以及对非法移民相关人员的更严厉处罚有助于减少乘坐小船抵达的人数，使政府能够开始停止使用庇护酒店。他还表示，他们会呼吁增加更多酒店房间共享，以及废弃的军事场所也已经释放了一些空间来安置寻求庇护者。

然而，工党影子移民部长斯蒂芬·金诺克驳斥了部长的声明，称他只计划关闭目前使用的12%酒店，这完全是微不足道的。

也就是说，即使终止100家酒店的合同，许多酒店仍然将继续使用。比如说，按照金先生公司与内政部签署的这一份合约来看，这一份合约将持续到2029年9月。

媒体透露，他们在该公司的公开账目中看到信息，该信息称：预计业务将在可预见的未来继续下去，这表明现金流不太可能在不久的将来枯竭。

此外，该公司还继续在扩大对大型非酒店住宿场所的使用，例如前军营，用来扩建成酒店。

看来啊，这笔生意还是可以有得做的。
