布雷弗曼重新上位，苏纳克葫芦里究竟卖什么药？

周二（25日），英国新任首相苏纳克（Rishi Sunak）宣布了以他为首的新政府内阁。虽然说，对于内阁成员谁上位或下位，亦或是谁留任，可能是几家欢乐几家愁的事情。

但其中，却因为苏纳克再次任命离职才不到一周的布雷弗曼（Suella Braverman）为内政大臣，引起了不少讨论。

要知道，布雷弗曼之所以在上周三（19日）引咎辞职，是因为她工作上的失误所构成的“技术性违规”。虽然说她“误发邮件”的行为，并不足以构成“违反国家安全”；但由于内容依然牵涉到英国移民政策，仍可能对于英国预算责任办公室（Office for Budget Responsibility）对于市场敏感性增长（Market-sensitive growth）的预测产生影响。

当然，不论是布雷弗曼上周的被迫离职，亦或是本周苏纳克对她的再次任用；其中更多的可能是关乎于政治考虑。

属于极右派的布雷弗曼，对于移民想要采取（几乎全面性的）强硬态度，和前任特拉斯政府想要通过吸引海外人才来推动英国经济的目标有相违之处。有消息称，前任首相特拉斯（Liz Truss）和续任财相亨特（Jeremy Hunt），先前是有意将布雷弗曼挤出内阁，好让他们的“移民计划”得以继续顺利推动。

而另一方面，现任新首相苏纳克“重用”布雷弗曼，则是希望通过对于内阁的布局，让保守党内部更加团结一致，企图藉此达到平衡；这对于未来他的政策推动会更加有利，减少内部的歧异。

甚至还有社评指出，苏纳克之所以让布雷弗曼回到内政大臣的位子，更是一种利益交换。因为布雷弗曼点头答应，支持苏纳克取代特拉斯，她的发声象徵著保守党右翼成员，同样愿意支持苏纳克成为英国新首相。所以作为一种“奖励”，苏纳克是不得不让布雷弗曼重掌内政部，好让他更能够稳定保守党的军心。

→ 苏纳克的英国移民政策？

不过，如果说苏纳克对于布雷弗曼的任用，代表著他未来的移民政策思路，恐怕还言之尚早。

因为在过去，苏纳克并没有对于英国移民政策方面，发表过太多意见。唯一有的是，他在当初和特拉斯进行党内竞争的时候，确实“有志一同”都表达了对于卢旺达移送政策的支持。

苏纳克当时就有说，他会尽一切可能去确保，卢旺达移送政策能够被确实执行。他还说过，他不只要确保该政策能被执行，而且还得是“大规模”实施。

那时他就誓言，要与其他国家建立更多的“移民伙伴关系”。意思就是说，不只卢旺达，未来可以的话他还希望把非法移民送到其他更多国家，有更多国家都可以像卢旺达那样，成为英国的“难民外包国”。

除此之外，在他当时所给出的计划中，他也提出要“限制”每年可以来到英国的难民人数，进一步收紧“难民申请”，对于难民的“定义”要更严格（这表示要符合“英国难民”将会更困难）；藉此来达到他想要对于难民申请设置的“年度上限”。

总的来说，苏纳克对于英国移民方面表达过的看法或计划，主要还是著重于“难民政策”并且是“打击非法横渡英法海峡”方面的。在他过去和特拉斯竞争时所提出的“10点计划”中，也主要是环绕这个导向的：

创建一个跨政府的“小船（偷渡）特别工作组”（Small Boats Taskforce），招募并集合军事专家、国家犯罪调查局和情报部门，共同打击走私团伙并防止小船过境；

确实推进卢旺达移送政策，并和其他更多国家也签订类似计划；

加强和法国的合作，阻止偷渡英法海峡的情况（他说过他会在上任首相后，立即和法国总理对此展开紧急会议和协商）；

通过中断金援、贸易和签证安排的手段对于其他（安全第三方）国家进行施压，要求他们领回原本在该国申请难民的庇护申请人或者外国罪犯；

不再将非法移民安置在花费昂贵的酒店，而是改将他们安置在其他（较低成本）住所如游轮，作为进一步打击手段；

通过立法来设置英国每年（可接受的）难民人数上限，将“难民名额”优先考虑给予那些“逃离迫在眉睫危险”的人，而不是那些在前往英国的途中经过多个安全国家的人；

对未能核实员工移民身份或聘用非法劳工的企业，实施更严厉的处罚，并增加内政部移民执法部门的资金，使其能够进行更多突袭和实地检查，进一步压缩非法移民的生存空间；

通过使用《联合国难民公约》中更严格的难民定义，而不是《欧洲人权公约》使用的更广泛的定义，使在英国获得难民庇护的资格更加困难。并且，让内政部（进一步）获得新的权力来拘留、标记和监控非法移民，并驱逐那些无权留下的人；

通过招聘更多移民局案件处理官员、使用科技技术方式处理案件，并且设置案件处理目标（移民局应在6个月内解决80%的申请），来加速难民申请的处理效率；

对于内政部和英国边境进行研究并著手基础改革。

也就是说，从目前已知的内容看来，除了可以看出苏纳克应该会认同布雷弗曼对于“非法移民”的强硬态度外；在其他移民政策方面，依然说不准这位英国新首相“意欲为何”。

但有意思的是，苏纳克一方面延用了同样支持“增加技术移民”的财政大臣亨特；另一方面他还安插了自己的亲信詹里克（Robert Jenrick）进入内政部，担任移民大臣（Immigration Minister）。

或许，詹里克将成为苏纳克安插在内政部里的“眼睛和耳朵”，在有需要的时候，拉一把可能会往过激方向前进的布雷弗曼，以确保英国移民政策仍然能有助于保守党政府在经济上的推动。

丽莎结语：英国政坛才历经过去短短几个月的时间，就出现了大大小小的不少震荡；光是内政大臣一职，一个半月内就可以看到了3个人选的轮替。。。

虽然说，对于新任苏纳克政府对于英国移民政策的整体态度，我们还需要未来继续观察。但丽莎还是认为，具有财政背景的苏纳克，在考虑整体政策的时候，还是会更看重对于“英国经济”的效应。

即便未来会有怎么样的政策上变化，移民政策还是必须和经济发展相辅相成的。
